Review of scope of work, developing suitable pricing structure, prepare tender documents with suitable conditions and ensure that Corporations policies and procedure are followed. Formulate suitable tendering strategy depending upon the scope, value, type and time schedule. Select the most appropriate bidders list. Lead role in conducting site visits, pre-tender meetings and coordinate with user, finance and legal Department in providing clarifications. Coordinate technical evaluation, conduct commercial evaluation. Prepare legally binding Letter of Intents, contracts and change Orders. Post contract administration in setting disputes Interpreting contract terms, obtain and agree on extra rates, issue change orders, settlements of claims, contract close-out. Prepare sale agreements for disposal of materials, prepare pre-qualification documents and evaluation of contractors, and obtain performance bonds, insurance, and other contract-related documents.
Major Duties and Responsibilities
- Prepares the pre-qualification tenders for various types of contracts. Arrive at pre-determined evaluation criteria for the bid evaluation. Co-ordinates the evaluation of pre-qualification bid with user departments.
- On receipt of scope of works/services, formulates the best tendering strategy depending on the type of contract, value and the time available. Prioritises the work and prepares a tender schedule for the complete tender process and agree with the user.
- Reviews the scope of work and make changes to suit corporation procedures, protect corporation’s interest as well, and have fair delay with the successful contractor. Ensures that Corporation’s health, safety, environment, quality control and other objectives are communicated to the contractors. Adds special conditions relevant to the type of contract and obtains the approval from Legal and Financial Department for deviations from the standard conditions.
- Determines the Risk analysis to find the exposure of the Corporation and develop the best pricing strategy applicable for the contract in construction with the user to optimise Corporation’s objectives. Co-ordinates and consult with Legal and Insurance in preparation of tenders and contracts.
- Selects the most suitable and capable tenderers and prepare the bid list
- Type of tender documents to prepare includes services, such as shut down, overhaul contracts, site installation, Consultant, scaffolding, painting, insulation, hire of bus vehicles landscape, downhill equipment, software supports, manpower, rigging, garage services, lighting, maintenance, fire & gas maintenance, catering cleaning etc.
- Preparation of tenders and contracts for design, constancy, Feed Projects, and EPC with total involvement from conceptual design till contract close out. Work as a team member in project contracts and contribute to the planning, implementation and close out.
- Takes the lead role in arranging and conducting site and pre-tender meeting. Issue clarifications and amendments to tenders. Overall review of the technical bids on opening and follow-up with tenders for any missing details and for technical/ commercial clarifications.
- Advises the user department in selecting the criteria for evaluation of bids. Arrange and coordinate technical evaluation of bids by user departments. Based on the technical, EHS and Financial evaluation submissions for the commercial bid opening.
- Prepares Price comparison, sensitivity analysis for complex prices structure to obtain the best commercial option. Advise the management in taking the
- right decision for selecting the optimum bid. Preparation of submission to obtain the approval for the Commercial evaluation and to award the Contract.
- Prepares contract work order and other operational emergency contracts in limited time to avoid plant down time/production loss.
- Takes lead role in negotiating with contractors for the price as well as other contract terms, as and when required to get the best value for the Corporation within the established procedures of the Corporations.
- Analyses and make recommendation for the settlement of extra claims, time extension requests etc as per the best industry practice.
- Maintains the contracts in as per the Corporation workflow policy.
- Supervises and provide work direction to contract clerks in the smooth and efficient functioning of the department as an effective team.
- Ensures warranties, performance bonds and insurance politicos are obtained from the contractors.
- Adheres to Post contract administration in settlement of disputes, claims arriving at extra rates, issue of change orders etc. getting feed back from users and implementing for future improvements in contracts. Advise users in implementing contract requirements and interpreting contract terms.
- Follows up on contracts, including preparing amendments, cancellation and extensions. Ensure that completion certificates are prepared duly signed upon completion of contracted work and service.
- Supervises and is Responsible for the support of Corporation’s safety, environment, and Quality policies and programs and carriage out specific duties and responsibilities related to his job as spelled out in Management system documentation, policies, procedures, local documentation, Management System Manual, safety Manual and other related documents.
- Work as team and achieve the team objective to accomplish the Department and & Corporation objectives. Support and contribute to the Corporation’s programmes.
- Performs other related duties as needed upon request by the immediate supervisor.
Qualification Requirements: (Minimum Requirements)
Education & Training (e.g. BS in Electrical Engineering, post-secondary secretarial training, etc)
- B Sc graduate with contract and project knowledge
Job Experience (e.g.: 5-year experience in the relevant field of work)
Nature of Supervision Received : (e.g. very close where supervision and instructions are continually provided in every step of the work/process and the outcome of the work is inspected/reviewed; or work is reviewed in conformance to established guidelines/procedures; or, operates under broad policy guidelines; etc.)
- Work is strictly conformed by the legal department manager and set arrangements.

- Work strictly to the set rules of the legal department and the legislation of Qatar
Physical Requirements
Work Environment
- Office environment but needs to visit some suites from time to time.
Other Significant Requirements : (e.g. Knowledge Skills & Abilities, e.g. able to read, write & speak English as a second language)
- Exceptional knowledge of contracts administration practices, procedures, processes, different contract types, contract terms and provisions.
- Knowledge of general legal terminology and legal principals related to contracts
- Able to negotiate effectively and successfully
- Very effective written communication skills as well as good speaking of English.
- Fanatical attention to detail
- Excellent organisational skills to prioritise work, met deadlines, and handle multiple assignments with optimal initiative
- Good personal computer and software skills
- Assertive in producing outcomes service delivering
- Does need mobile allowance during office and outside office hours
