Core Functions:

Under immediate supervision of the Head of Policy & Compensation, provides professional-staff management expertise, advise and interpretation of HR policy and compensation provisions and recommendations for the Corporation’s decision makers for the improvement of Kahramaa’s HR policy; make it competitive in the local and international labor market, with relevant legal and quality requirements and with accepted prevailing practices. Oversees the work of lower level staff involved in such activities and trains them and evaluates their performance

Major Duties and Responsibilities:

1. Analyzes existing HR policy and general personnel benefit provisions; studies and evaluates the same against prevailing practices among similar organizations and assists in the effort to push for the adoption or approval of proposals.

2. Assists program manager in the formulation or improvement of their program policy, systems and procedures pertaining to among others: employment, compensation, employee relations, and employee administration or services, according to knowledge of company objectives, government regulations and labor laws.

3. Exercises a major role in the overall development of the HR policy.

4. Develops implementing guidelines, manuals, or booklets for the easy understanding and to provide convenient reference of HR policy provision to employees, supervisors and managers

5. Writes directives advising department managers of company policy regarding various areas of HR management; ensures the wide and timely circulation and understanding of the same.

6. Deals with oral or written queries or requests for clarification of HR policy provisions that may deal with possible conflict issues between Kahramaa’s policy and government or general legal requirements.

7. Investigates, studies and devises recommendation for the resolution of unique issues or cases pertaining to employment contracts and exceptional treatment requests

8. Initiates the referral of HR-policy issues or cases that may have future legal implications or liabilities for Kahramaa to subject matter experts for advise or final resolution; follows up action and files relevant documents for corporate knowledge purposes.

9. Utilizes knowledge of applicable and accepted principles, legal and quality requirements, or the assistance and cooperation of subject-matter experts to ensure the consistency or compliance of HR policy provisions with government and general legal requirements in terms of content, form, and language of the HR policy; prepares appropriate reports and recommendations.

10. Assists in the development, implementation and maintenance of applicable administrative quality systems & procedures, in addition to management responsibility of approving and keeping current the official HR policy

11. Ensures that all policy and compensation related documents and materials are properly approved and authorized prior to their issuance or implementation

12. Directs performance of clerical functions, such as in updating records and processing specific actions.

13. Performs other related duties as requested by the immediate supervisor

Qualification Requirements: (Minimum Requirements)

Education & Training (e.g. BS in Electrical Engineering, post-secondary secretarial training, etc)
B Degree in Administration

Job Experience (e.g.: 5-year experience in the relevant field of work)

Minimum of 8 years with al least 5 in a supervisory level

• Good knowledge of policy procedures and practices.
• Very good in compensation principals – application and development thereof.
