Senior Job Evaluation Analyst

Core Functions:

To provide professional-staff management expertise, advise and recommendations to operating managers and supervisors in the area of job analyses & evaluation, development and maintenance of job evaluation, re-grading and the establishing of Job Family standards. Maintain the position database records and management. Oversees the work of lower level staff involved in such activities, trains and evaluates their performance.

Major Duties and Responsibilities:

1. Initiates the development of policy, systems and procedures for the establishment of a just job evaluation program for the orderly documentation, grouping, evaluation, grading, control and management of all of Kahramaa’s positions

2. Ensures that all established positions have adequate official Job Descriptions (JD) and maintains the content changes regularly and conducts requested or scheduled job evaluation study of specific or groups of positions;

3. Carries out desk or field audit of positions to ensure currency and validity of said documents and to clarify and answer questions; prepares reports and recommendations; ensures the correctness and propriety of actions taken.

4. Provide general staff-advisory services to Kahramaa’s managers on issues of job design and overall position management for the achievement of the best balance of economy, effectiveness, skill utilization, and employee motivation and development

5. Develops and creates career-ladders by investigating and proposing the reestablishment of high-level position to lower-level positions as these become vacant for the purpose of reducing manpower cost and establishing career progression opportunities.

6. Studies and evaluates the effect of organizational change to individual positions and through the responsible manager, initiates the rewriting or updating of affected JDs, and in close coordination with Recruitment Analyst completes the necessary job evaluation and analysis of the same.

7. Oversees the establishment and maintenance of position records and certifies the classification and grade of existing positions prior to processing of subsequent personnel actions such as promotion, transfer, secondment and the like.

8. Oversees or assists in the appropriate skills coding of JD’s, CV’s, specific training needs requirements and training certificates, performance appraisal standards for the automated documentation of records pertaining to job and qualification; training needs; and performance appraisal requirements.

9. Prepares periodic statistical management reports pertaining to prevailing position-average-grade trends to assist Kahramaa’s policy makers in devising innovative strategies for the long-term manpower-cost-management.

10. Oversees the establishment and maintenance of required hard-copy records and files.

11. Prepares or administers the updating of job evaluation and grading standards, such as the Grade Level Matrix, maintenance of Benchmark Jobs, Job Family Descriptions, Skills Codes, minimum qualifications, etc.

12. Develops, writes and encourages the use of official Standardized Job Descriptions for positions whose substantial knowledge and skills requirements are readily cross-transferable across specialized functional areas or activities of Kahramaa such as positions of general clerk, receptionist, secretary, etc.

13. Does the yearly evaluation audit and provides the management and Board with findings in differentiations and the monetary difference in the overall salary budget.

14. Participates in close coordination with the Recruitment Analyst to ensure that the official organization charts of Kahramaa’s organization entities and relevant supporting documents are kept up-to-data at all times. Also investigates possible demarcation overlaps and or duplications in the structure. Investigates the cause of this happenings and give reports to management in eliminating these happenings.

15. Develops or updates job specific evaluation functional or operational manuals outlining new or proposing improvement to existing systems, procedures and/or update or utilization of relevant new or revised forms and distribute them to the relevant evaluation committee members for notification.

16. Performs periodically local job surveys to check, validate, and update Kahramaa’s Benchmark Jobs’ structure.

17. Keeps in close contact with the appointed consultants that will be responsible for the provision of their evaluation system and supply agreed upon data to them for annual audits, if appropriate.

18. Prepares oral or written reports or presentations that may include graphic representations and statistical summaries, for the perusal of immediate managers and supervisors or to persuade client-managers or supervisors on recommendations; may conduct group presentation for orientation or training purposes.

19. Performs other related duties as needed upon request by the immediate supervisor.

Qualification Requirements: (Minimum Requirements)

Education & Training (e.g. BS in Electrical Engineering, post-secondary secretarial training, etc) :

B Degree in Human Science/ HR Management.
Any related post degree will be an advantage

Job Experience (e.g.: 5-year experience in the relevant field of work)

10 years experience in overall wide HR functions whereof 6 years in various job evaluation methods. Tertiary qualification/knowledge and working skill in organisation and method studies.

Physical Requirements:
Physical Demand of the Work, Medically fit

Work Environment: Work is performed in a normal office setting with a A/C. Sometimes has to visit the specific work environment of a employee that will be evaluated. It might happen to establish job specifics by means of traveling and be close to the incumbent while working in his normal job. Taking notes of his functions for analysis purposes. Sometimes getting statistical information might take long hours of observation.

• Have good presentation skills and be able to communicate invectively verbally and in writing in English.

• Systematic skills and the visioning of outcomes of certain decisions that might effect HR and the corporations integrity
• Acquainted with at least 3 different manually published evaluation systems.
• Ability to communicate on a one-to-one basis or before groups for the purpose of obtaining or providing information.
• Ability to work independently and complete assignments from minimal information or almost no general instructions.
• Ability to work under pressure of time and conflicting demands.
• Ability to read and comprehend complex materials, often involving technical matters in which the individual has little background or knowledge.
