Job Purpose:
Analyzes executed commercial agreements with respect to infrastructure critical to RasGas business that is either operated by others on RasGas behalf; or, operated by RasGas for others.
Provides support and processes / activities for the continuous improvement of the Agreement Implementation Section that includes the development / testing of Agreement Implementation Software, preparation / execution of handover agreement implementation plans, administration and maintenance of implementation agreements, development, implementation and maintenance of procedures and oversight activities that capture the intent of any applicable, executed fiscal, sharing and operating agreements.

Dimensions:
Responsible for supporting implementation agreements that are related, but not limited to, common facilities such as Lean LNG, Condensate Storage & Loading, LPG Phase 1 and 2, Sulphur, SPM, Napthenic Caustic, Off-Plot Power, Liquid Product Berths and ultimately the Single Port Operator (RLTO).
Jointly responsible for the implementation of shared facilities agreements to a value of about US$ 700 millions per annum.
Critical interface with customer counterparts.
Operating Budget: Ability to administer sharing agreements that ultimately control assets valued in excess of $5 Billion.

Key Result Areas:
Provide support in the preparation / execution of plan(s) for the handover of CLPG/CCSL agreements to QG RLTO
Administration, maintenance and implemention of agreements that include (but are not limited to) common facilities such as Lean LNG, Condensate Storage & Loading, LPG Phase 1 and 2, Sulphur, SPM, Napthenic Caustic, Off-Plot Power, Liquid Product Berths and ultimately RLTO.
Support the maintenance and administration of common facility commercial activities to resolve queries and ensure contractual obligations are implemented.
Identify any potential or actual breaches of the Contract Agreements by either Operators or Owners. Liaises with other departmental staff to ensure the efficient implementation of RG obligations.
Assists in developing Agreement Implementation Procedures.
Support in developing / testing / implementing Agreement Implementation software.

Operating Environment, Framework and Boundaries:
1. Operates within small and diverse work environment with clear reporting structure.
2. Frequent contact with, all RG functions (i.e., Agreement Implementation Team).
3. Enjoys a flexible and free atmosphere in which to work. JI is a small, effective and diverse workforce that necessitates the incumbent to be self-motivated, a fast thinker and decision maker able to work and be accountable for project deadlines.

Communications and Working Relationships:
1. Reports to the Head of Section (Agreement Implementation Specialist).
2. Frequent communication with RasGas in all matters relating to shared facility agreement related issues. Must be capable of communicating at diverse levels of management and culture.
3. Close working relationship with RasGas Commercial Department (i.e., attend weekly commercial meetings as needed, support agreement Roll-Out activities, SKAT reviews, etc.)
4. Administration issues are coordinated with the Head of Section. Regular formal communication: with RasGas Groups, shareholder and RLC personnel.
5. Formal communication with customers, shareholders and third parties re: shared facility agreement matters on an as needed basis.

Problem Solving/Complexity:
1. Good overall business and contracts aptitude with the ability to conduct and review performance reports and identify potential deficiencies. Whilst expected to keep the Head of Section fully appraised, is also and expected to successfully resolve any routine deficiencies quickly as necessary.
2. Have the ability to recognise and manage the cultural and protocol problems associated with multi-cultured business practices, where decisions consider cultural as well as technical issues.
Decision Making Authority and Responsibility:
1. Work schedule developed in accordance with Agreement Implementation Specialist and/or Joint Interest Manager and as dicated by operational requirements.
2. In general, obtains input/concurrence from Section Head and/or Joint Interest Manager prior to making binding decisions on day to day issues
3. Operates in accordance with RasGas’ established procedures and technical standards and practices. Work is regularly reviewed by Section Head and/or Joint Interest Manager as necessary.

Knowledge Skills and Experience:
1. Bachelor and/or Post-Graduate Degree in Engineering, Business or related fields.
2. Extensive knowledge and experience of commercial agreements.
3. 7 years experience in the administration of commercial agreements activities within the oil and gas industry.
4. Good inter-personal and inter-cultural skills and must understand engineering practices and protocol.
5. Excellent written and verbal communication skills (English).
6. Excellent analytical skills in the commercial field. Good working understanding of operational practices Commercial documents as they pertain to shared facilities.
7. Good management, mentoring and interpersonal skills.
8. Experience with government agencies, working with Joint Interest partners and / or any planning or cargo scheduling experience are all a distinct advantage.
