Interface Engineering Specialist

Job Purpose:
An engineering specialist within Contractor and/or Company organization responsible for managing the resolution of interface issues between two organizations by acts as RG foacal point / start in any new interfaces work.
Provides high level project analysis and budgetary support to RasGas Joint Interest organization with respect to infrastructure critical to RasGas business that is either operated by others (OBO) on RasGas behalf, or operated by RasGas for others including but not limited to common facilities such as Lean LNG, Condensate, LPG phase 1 and 2, Sulphur, SPM, Napthenic Caustic, Off-Plot Power, Liquid Product Berths and ultimately the RLTO. His coverage will include but are not limited Interface activities related to (RGX, RGX2, RG OPCO, Laffan Refinery QG3/4, QGII – SPM, Port Expansion, CVOC , RLIC, KAHRAMAA, Shell Pearl GTL, Dolphin, Barzan, WOQOD, JBOG). The Interface Engineer Specialist will focus on one particular group or other external interfacing parties as assigned by the Joint Interest Department Manager.
Key Result Areas:
Develop, update and steward the interface Management Plan/Procedure
Review and endorse other owners / contractors’ interface management plans and procedures
Technical support for RG stewardship of Offplot Projects OBO: e.g. QGII SPM / QGII CSP /QGII CLLNG/ QG VOC / QG3&4 JBOG / FSDSA / Laffan Refinery Co. / Berths
Coordinates with operators, service providers. Facilitates stewardship and business development. Interfaces with OBO organizations to develop integrated maintenance and turnaround schedules to ensure there is no conflict with RasGas core business needs.
Identify all external and Internal Interfaces on the project
Review and endorse other owners / contractors’ interface management plans and procedures
Coordinate, develop, execute and close-out MOCs and IA
Manage getting the interface agreements issues, negotiated and closed
Develop Risk Assesment / Financial Risk Assesment
Responsible for alerting owners / contractor on unresolved interfaces and work with team to expedite resolution
Backup/Reliever for Head of Technical or Senior Interface Coordinator
Identify all external and Internal Interfaces on the project

Manage getting the interface agreements issues, negotiated and closed
Develop Risk Assestment / Fincical Risk Assesment
Responsible for alerting management on unresolved interfaces and work with team to expedite resolution

Operating Environment: Within a small and diverse work environment, provides technical and analytical expertise. Framework & Boundaries:
1) Cannot dilute or interfere with previously agreed documents but can bring document discrepancies to the attention of his peers and management.
2) Has close collaboration with all RasGas Departments, and peers within RLIC and Ras Laffan Port.

Communications and Working Relationships:
1) Reports to the Joint Interest Head of Technical.
2) Serves as the RasGas technical point of contact assigned to specific external interfacing parties.
3) Provides technical support to Joint Interest management for their informational needs on the various management committees associated with OBO Joint Facilities.
4) Works closely with Agreement Analyst (Business) to ensure efficient and effective administration of agreements.
5) Ensures OBO operations meet all RGEE expectations as required as well as other established RasGas systems
6) Is the facilitator between External Organizations and all Engineering Disciplines and Construction regarding each individual interface and ensures cross-functional follow-up with all RG Departments on technical action items developed during Interface Meetings.

Decision Making Authority and Responsibility:
1) Determines, develops and implements his own work schedule and free to operate independently within RasGas policy guidelines.
2) Is empowered to make independent decisions on project and day-to-day issues without seeking manager’s approval.
3) Stand in for Head of Technical in his absence (rotational basis).
Knowledge Skills and Experience:
1) BSc/B.Eng degree or eqauivalant
2) Excellent understanding of project technical requirements.
3) Minimum of 10 years broad experience in oil/gas and/or surface engineering with minimum 5 years project or field experience.
4) Experience with government agencies, working with Joint Interest partners and / or any planning or cargo scheduling experience are all a distinct advantage.
5) Must be able to communicate at a Project Management level
6) Technical and Business Writing skills are a very important
7) Interface Agreements are considered a Legal Document. It is critical that the information included on an Interface Agreement is accurate and complete, as the miscommunication between entities could have a serious commercial impact
8) Reporting is done on a weekly and monthly basis
9) Accuracy and grammar skills a must
