MATERIALS CONTROL ENGINEER (MCE)

Job Purpose & Scope
- Coordinates & participates in all activities related to data availability, accuracy & completeness of SPIR / A-SPIR.
- Coordinates with Spare Parts Coordinator (SPC) of EPC Contractor to ensure that the vendors are providing adequate information as required by ADCO.
- Coordinates with Cataloguing section & SPC for any additional information required from vendors.
- Conducts price evaluation of spare parts in SPIR.
- Implementation / Improvement of procedures to ensure timely identification of flaws in the process of SPIR / A-SPIR.
Main Duties/Accountabilities:
- Understand & apply the knowledge of importance & requirements of a materials specification & catalogue.
- Checks for the availability of Equipment details such as Name, Mandatory data in the specification, Model No. / Type / Series, Serial No., Tag No., No. of units installed.
- Ensure that all the mandatory information for Spare Parts specification is filled and spare part is described as a proper nomenclature / Noun-Modifier.
- Also checks whether Part No., Position No. / Part Reference No. and Parts List No. are provided for the Spare Parts.
- Ensures that Original Equipment Manufacturer (OEM) details like Manufacturer Name and Part No. are provided for Bought Out Items.
- Checks that Parts per unit & Total No. of Identical part are provided in the SPIR.
- Ensures that Spare Parts Interchangeability is identified by the vendor in an SPIR.
- Coordinates with vendors through SPC for availability of Drawings / Data Sheets / Catalogues / Manuals and any other relevant documents in pdf format in the SPIR (Link Documents).
- Also checks that proper Drawing References are provided against Equipment and Spare Parts in the SPIR.
- Ensures that vendors have provided Quantities for Commissioning spares, Initial (1year) spares, Insurance spares & Operating (2years after initial period) spares in the SPIR.
- Checks for the availability of Unit Price, Currency quoted (USD), Validity date / period of quoted unit price (18months) & Delivery Time (lead Time in weeks) in SPIR.
- Use of system (MAXIMO) applications for data Input, retrieval of catalogue information.
- Receives as built signed & stamped hard copy of the SPIR.
- Occasional Project site / store visit for physical verification of materials.
- Ensuring proper filing and documentation of Reports, etc.
- To develop and maintain systems and procedures in the area of material handling and control of operating and insurance spares.
- To ensure compliance to the requirements regarding receipt, inspection and storage of the delivered spare parts.
- To coordinate the issue and return of spare parts requested by Contractors on loan basis, during Construction & Commissioning stage.
- To ensure that the Contractors follow the approved procedures regarding handling, inspection and storage of the spare parts and the materials issued to Contractors “on loan” basis (if any) are returned in time, taking into account that spare parts are maintained by Company to meet the requirements of planned and unplanned maintenance. Therefore, the spare parts must always be available in stock and in good condition for use.
- To recommend and implement modifications to the Contractor’s Scope of Work with respect to SPIR (A-SPIR).
- Review Spare Parts requirements for New Projects and Maintenance Support. Process SPIRs, SPFs by creating Buying Description, assigning MESC as per Shell Coding System, Update / Amend Specifications as and when requested while reviewing the same, promotes Material Standardisation & Interchangeability and ensure Technical data of the Material is processed correctly in the system (MAXIMO).
- Perform technical clarifications and amendments to spare parts purchase order, in coordination with Procurement Supervisors, Liaison Engineers and Warehouse staff.
- Keeping abreast of developments in material specification (Coding & Cataloging) and quality control activities. Where required, attending conferences, seminars and review of appropriate literature.
- Knowing the Company, HSE policy, Procedures, Regulations & Objectives as they relate to Materials & Quality area of responsibility.
Job Context
80% PC based office work in air-conditioned environment. Occasional warehouse and field visits for queering on the project items.
Communications and Working Relationships/Work Contacts
The incumbent works in close coordination with End-users (Materials Department and Operations) and various members of the Project Management Teams including Project Managers, Discipline Engineers, Procurement, Planning, and Cost Engineers and Accountants.
ADCO is implementing major projects of very high capital value and complexity. Timely availability of Operating and Insurance spares is vital to ADCO to ensure smooth operation of the plants after handover by the Contractors. This requires effective monitoring of the procurement activities relating to spares and in coordination with End-users.
Latitude Exercised, Decision Making authority and Responsibility
Reports to EMPD when deputed to EPC Contractor’s office, in addition to SCMD, on day to day functions. Work in accordance with general directives and established policies and procedures and keeps advising of work progress.
Giving work directions to assistants.
Minimum Qualification, Knowledge, Skills and Experience/ (Key Competencies)
B.Sc. in engineering (Mechanical) discipline with Maintenance & Materials Management experience for 7 years in Oil & Gas / Hydrocarbon Industry.
