Marine Regulation Officer

  • Carry out Operational, bi-annual and on/off-Hire Inspections for offshore vessels operating either directly or indirectly within the operational area reporting any deficiencies to the company representatives.
  • Prevent sub-standard vessel or vessels that do not comply with International, Regional Local or Contractual requirements from operating in the operational area
  • In addition to the above conduct Port State Control Inspections on behalf of the State of Qatar.
  • Maintain overall statistics and keep records of all inspections and related correspondence, including a list of deficiencies, follow-ups and any unresolved issues.
  • Assist with the analysis of the statistics to determine areas of concern or of high risk and recommend preventative actions to ensure that sub-standard vessels are prevented.
  • Liaise with contract holders to ensure noted deficiencies are addressed formally within the contract framework within a reasonable time period; attend operational meetings with contractors to discuss deficiencies and concerns in open discussion, as directed by MRR.
  • Assist with all matters relating to Incident Investigations for Marine Department contracted vessels.

Knowledge, Skills & Experience

  • Class 1 Master Mariner or Chief Engineer preferably with Command or Chief Engineer experience.
    OR equivalent degree in Maritime related subjects (Port Management, etc.)
  • Sound working knowledge of Maritime Law, Marine Regulations Maritime Business and Marine Chartering.
  • A background in Marine Surveying, a familiarization in Marine Quality Assessment Auditing, Port State Control requirements and Accident Investigation procedures.
  • Considerable knowledge of the requirements of the International Maritime Organization, eg . SOLAS, MARPOL, ISM, ILO, STCW, etc. and preferably some marine surveying experience.
  • Considerable knowledge of seaport rules, regulations, policies and procedures pertaining to vessel movements, port and cargo operation activities, and offshore operations with a good working knowledge of regulations for the Offshore Industry.
  • Leadership, conflict management and motivational skills. Good analytical skills related to problem solving.




CONSTRUCTION SUPERVISOR (TOPSIDE)

Acts as Employer’s representative (QP) to oversee and direct the topside construction, maintenance, inspection and projects operations being carried out on offshore facilities, by contractor daily work force using Halul-based construction crew.

Education:
HNC or equivalent technical qualification in Mechanical or Structural Engineering

Experience:
Up to 10 years in the Offshore Oil and Gas Industry with previously supervisory marine/offshore maintenance experience. Experience of operating from barges and work boats desirable.

RIG MOVER

Primary Purpose Of The Job:

  • Ensure that all planning and preparations are completed prior to the rig/barge movement.
  • Perform the move in the role of Pilot working closely with rig management and owner’s insurance representative to ensure that the rig is moved safely in accordance with both QP’s and Rig’s Operations Procedures Guidelines.
  • Act as company marine representative for QP and Joint Venture partners during Rig moves and other marine operations.
  • Ensure that, on completion of the move, all records and documentation’s are completed and reported to immediate supervisor as per reporting procedure.

Education:

  • Unlimited Foreign Going Class I (Ship Masters) Certificate of Competency issued by or equivalent to United Kingdom Department of Transport together with HND or equivalent in Nautical Sciences.

Experience & Skills:

  • Sufficient to acquire a Class I Certificate of Competence together with a minimum of ten years experience in Rig/Barge operations (experience to acquire qualifications may be included).
  • At least three years of experience in tanker operations to be gained in the rank of Chief Officer or Master would be advantageous.
  • Fully familiar with the movement of all types of jack up drilling units and be capable of conducting rig moves from a ‘Hands on’ prospective.
  • Should be able to demonstrate that he has been conducting rig moves in an unsupervised capacity for five years and should have a minimum of 200 moves on to fixed structures or tankers in deep water using tugs or moorings.
  • Fully familiar with all aspects of marine operations connected with the offshore industry and should be willing to train an existing work force.
  • The Marine field encompasses a multitude of disciplines and therefore experience in other marine operations besides Rig/Barge operation is desirable.
  • Examples of other desirable experience are : Offshore Oil Operations, Marine Inspection and Investigation, Marine Consultancy, DP Operations, Pipelay and Construction Barge Operations.
