SURFACE DEVELOPERS
Head of Offshore Gas Facilities Development
Responsibilities
The Head of Offshore Gas Facilities Development will report to the Assistant Manager, Offshore Oil & Gas Surface Development.
The Head of Offshore Gas Facilities Development will have the responsibility to:
Organise, guide, direct the activities of a team of process / facility and pipeline engineers with responsibilities for the offshore works within the department

Actively participate in the operational functions of the department

Review, verify and endorse the development plans related to offshore gas development projects under Joint Ventures (JV) agreements or Development Production Sharing Agreements (DPSA)

Review feasibility studies, FEED documents, and detailed design activities for the offshore gas facilities including platforms & associated auxiliary systems and pipelines

Maintain a technical and commercial database for the offshore gas facilities, which shall incorporate capital and operating expenses for ease of benchmarking and monitoring of expenditures

Undertake necessary contacts with Gas Field Operators to benefit from lessons learned to optimize any new developments and help to adopt a proven offshore cost effective design

Encourage maximizing offshore synergies between the various oil and gas Projects / Operators
Education and Experience
Requirements
Preferred Qualifications
Minimum of 20 years experience in offshore/onshore oil & gas engineering
-
Chartered Engineering recognition from an appropriate engineering council or body
-
Proven experience in offshore gas and oil processing, pipeline technology, corrosion and hydrate inhibition, instrumentation control and ESD
-
Have strong technical and project execution/management skills
-
Have experience either through international contractors or operating companies in the execution and management of large capital offshore/onshore oil & gas projects
-
Have strong awareness of environmental and safety aspects of major projects and knowledge of international regulations and requirements pertaining to the process industries
-
Possess strong technical capabilities to present the company’s position at technical discussions and negotiations with Ventures Partners
-
Should have multi-engineering disciple knowledge in the areas of mechanical, instrumentation and process control
-
Experience in the preparation of tender documents and evaluation of the bids for the selection of engineering contractor services to supplement/support working groups that are active on the project
-
Have thorough knowledge of cost estimating techniques for large scale capital projects in the process industries
-
Should have thorough knowledge of scheduling techniques employed in the implementation of large scale capital projects in the process industries
-
Should have thorough knowledge of project execution procedures and site activities that are commonly applied in large scale capital projects in the process industries
-
Experience in chairing HAZOP/HAZID reviews
Licensed Software
Familiarity with the use of HYSIS and pipeline and equipment design software. In addition to the Microsoft Office Suite, Operating knowledge of Icarus/Questor is desirable.
Senior Process Engineer
Responsibilities
The Senior Process Engineer will report either to the Assistant Manager, Offshore Oil & Gas Surface Development or Assistant Manager, Onshore Oil & Gas Surface Development through the appropriate Section Heads.
The Senior Process Engineer is responsible for:
Supporting the respective Section Heads in meeting the general business objectives as defined by the Manager of Oil and Gas Surface Development

Reviewing/evaluating development plans, debottlenecking study and enhancement of existing facilities performance related to Gas / Oil processing and other works that prospective business venture partners propose to QP
-
Supporting the business case for future Joint Venture and Development Production Sharing Agreements
-
Checking the technology content of the business proposals for novelty in design that might jeopardize the reliability of the commercial installation
-
Promoting and maintaining close coordination and liaison with other functional groups both in and outside the Oil & Gas Directorate
Assisting the prospective partners in obtaining the necessary data and information to begin the preliminary scooping and feasibility studies that are needed to support the venture
-
Performing simulations of process plant, which could include LNG, offshore oil/gas production, onshore sour gas treating, gas export facilities, NGL recovery systems and other processing facilities as the need arises
Education and Experience
Requirements:

Degree in Chemical Engineering

Good English communications skills - written and verbal
Preferred Qualifications:
At least 15 years experience in offshore/onshore oil & gas engineering with exposure to plant operating, and design practices

Chartered Engineering recognition from the appropriate engineering council or body

Strong technical and project execution skills
-
Experience either through international contractors and/or operating companies in the execution and management of oil & gas projects.

A strong awareness of environmental and safety aspects of major projects and knowledge of typical international regulations and requirements pertaining to the process industries
-
Proven experience in design of oil and gas process and utility facilities.

Experience in participating in HAZOP/HAZID reviews
-
A working knowledge of refinery operations and processes is an advantage
Licensed Software
Good experience in use of HYSIS and pipelines design software is required in addition to the Microsoft Office Suite.

Actively participate in the operational functions of the department with emphasis on the following activities

Review, verify and recommend endorsement of the development plans related to onshore gas development projects under Joint Ventures (JV) agreements or Development Production Sharing Agreements (DPSA)

Review feasibility studies, FEED, detailed design activities for the onshore gas facilities
-
Maintain a technical and commercial database for the onshore gas facilities, which shall incorporate capital and operating expenses for ease of benchmarking and monitoring of expenditures

Undertake necessary contacts with Gas Field Operators to benefit from lessons learned to optimize any new developments and help to adopt a proven onshore cost effective design

Encourage maximizing onshore synergies between the various oil and gas Projects / Operators

Establish business ground rules and guidelines for the promotion of business opportunities with prospective venture partners

Coordinate the activities of other key departments (upstream, surface facilities, engineering groups, legal, financial, project planning/evaluation, marketing, industrial cities, safety & environmental) to ensure the timely conveyance of data and pertinent information to project partners

Implement, as appropriate, the Project Procedures established and approved by company Board of Directors for new projects
-
Perform technology evaluation of all new venture projects and advise on potential risks that may be inherent in technologies that have no commercial track record
-
Support Commercial Negotiation team(s) on technical and project matters.

Familiarity with the use of HYSIS and pipeline and equipment design software. In addition to the Microsoft Office Suite, Operating knowledge of Icarus is desirable.
